Article 77: Any dispute between the taxpayer and the municipality regarding fees and the cost of services provided by the municipality and affiliated organizations shall be referred to a commission composed of representatives of the Ministry of Interior, the Judiciary, and the city council, and the commission’s decision shall be final. Debts determined according to the decision of this commission may be collected by the Registration Office in accordance with the regulations governing enforceable documents. The Registration Office is obliged, in accordance with the decision of the commission, to issue an enforcement order and collect the municipality’s claim. In places where there is no judicial authority, the head of the county judiciary shall appoint one person to represent the judiciary, and in the absence of the city council, the representative shall be selected by the county council.
