Transition from Traditional Management to Agile and Intelligent Governance in Municipal Human Resource Management

Saturday 5 September 2026|10:34

According to the Department of Communications and International Affairs of Arak Metropolitan Municipality, the Deputy for Planning and Human Capital Development of Arak Metropolitan Municipality, while outlining the roadmap for transformation in the managerial body, emphasized the necessity of structural reorganization as a prerequisite for improving productivity. Faraji noted that the dynamism of a metropolis depends on having a flexible organizational chart, and stated: revising the organizational arrangement of Arak Municipality is now on the agenda as a strategic priority.

Aligning the structure with the physical realities of neighborhoods and districts

He added, explaining the details of this plan: one of the fundamental challenges in the path of service delivery was the existence of deficiencies in the organizational chart of the six districts, which did not adequately correspond to the growing complexity of the city. Our goal in this revision is to remove existing gaps and create maximum alignment between assigned duties and the physical and social realities of Arak. This action is not a simple name change, but a step toward achieving the lofty goals of the modernization and transformation document in urban management, which outlines the future horizons of the city.

Transition from a hierarchical structure to agile, knowledge-based management

The Deputy for Planning and Human Capital Development of Arak Municipality continued by addressing the theoretical dimensions of this transformation and stated: in today's world, classical structures and top-down hierarchies have lost their effectiveness due to delays in the decision-making process. Our focus in designing the new chart is to move toward decentralization and create flat organizational structures. This modern model, while strengthening innovation and empowering employees, provides the necessary foundation for maximum participation of the expert body in decision-making processes.

Operationalizing and adapting organizational positions

Faraji, referring to the implementation process of this major project, said: making an organization agile cannot be achieved by slogans alone; rather, it requires precise alignment of the administrative structure with major managerial goals. In this regard, the sensitive and precise process of adapting positions, taking into account expertise, years of service, and the potential capacities of human capital, is underway.
He concluded by noting: over the past weeks, numerous intensive and expert meetings have been held to evaluate various implementation programs. With the completion of this study phase, the operationalization of the new chart will soon begin so that we can witness a tangible transformation in the speed, accuracy, and quality of services provided to the discerning citizens of Arak.
